The GovTech Connect project is a European Commission pilot project to foster the digitisation of the public sector by convening the European GovTech ecosystem. It is delivered by a Consortium led by Intellera Consulting, along with partners PUBLIC Deutschland, Lisbon Council, and Politecnico di Milano. The GovTech Connect programme operates the first EU-wide GovTech startup boot camps catalysing public sector innovation by activating, upskilling and showcasing the European GovTech startup market.

In 2023 and 2024, GovTech Connect is running four startup boot camps covering all European regions and several industries, to support early stage European startups to develop and scale government technology solutions that tackle key public sector challenges. In 2023, the project is working with startups accelerating the green transition of services in Northern Europe and digitising public services for enhanced civic engagement, accessibility, and transparency in Southern Europe. Selected startups receive training on working with government, innovative business models and fundraising strategies, and work with citizens and experts to develop their solution.
The programme has so far supported 23 startups from 11 European countries through two rapid boot camps, leveraging a network of 40+ international GovTech experts and an in-person pitch day in Madrid in October 2023.
