This report is a thought leadership piece, led by PUBLIC in collaboration with innovation organisations - IPEC, Innovate UK, LGA, Socitm, and Cimple - to share best practices and guidance on the practical implementation of the Competitive Flexible Procedure (CFP) for Innovation.
With the new Procurement Act now live, there is significant hope and excitement surrounding the implementation of this new procurement procedure. While the current Cabinet Office Guidance provides a great starting point, we are still in the ‘early days’ of seeing what the CFP looks like in practice, especially for innovation projects and programmes.
This report, written in collaboration with innovation experts, aims to provide practical and succinct guidance on implementing the CFP, specifically for innovative public sector projects. The report, divided into three distinct sections, offers relevant guidance through:
This report is deliberately short, snappy and high-level. It does not aim to give prescriptive, step-by-step guidance on how authorities should specifically structure their procurements. Instead, it aims to give inspiration for the art-of-the-possible.
To make the most of this opportunity, we will need to see stakeholders across the innovation, technology, commercial and legal sectors come together to test and design new processes. We hope this guidance can contribute to that mission.
