The Hackney Case Study


Like many local authorities, the London Borough of Hackney has been working to modernise its digital services and embrace the benefits of the cloud. The Council also faced significant challenges as a result of the pandemic and a cyberattack in 2020 that disrupted essential services.


The Council had been investing in its in-house teams and was looking for a partner who could augment their technology leadership, lead the delivery of key priority workstreams and also provide specialist expertise to support key areas of the cloud transformation.

Establishment of Technical Governance

  • Embedded a robust technical design authority and cyber governance, with regular reporting to ensure decisive action and project completion.
  • Fostered an inclusive environment of constructive and engaged challenge when making technical design decisions.
  • Helped to develop integrated working across professional disciplines, facilitating the successful delivery of complex projects.
Enhanced Engineering Practices

  • Identified and addressed root causes of disruptions in deploying changes, significantly improving the quality and stability of deployments.
  • Working with the Hackney engineering team to Implement best practice technical approaches and solutions, across Hackney’s wide product estate.
Skills Development Framework

  • Support the Council’s development of a competency assessment framework tailored to the SFIA standard, which will enable targeted developmental plans and support continuous improvement of the Hackney ICT staff.
Support for service leaders and managers

  • Provided crucial leadership and delivery support to key areas of the service, supporting service transitions, addressing critical priorities and acting as scaffolding to support and help develop in-house leaders.
  • Coordinated migration of legacy systems to cloud-based platforms, modernising infrastructure to enhance efficiency, security, and drive cost reductions.
